Sorry to hear the redownload of IE 9 as well as reverting to 8 failed to help there. Another similar one found for IE 8 on XP, Server 2003 can be looked over at You receive an empty dialog box when you run the "Rundll32.exe shdocvw.dll, DoOrganizeFavDlg" command on a computer that is running Windows XP or Windows Server 2003 if Internet Explorer 8 is installed

One of the two articles may help until you see a fresh copy of 7 go on.

I tried the two Rundll32.exe commands on that link and they both will bring up the Organize Favorites window with all my favoites populated and lets me make changes. It looks like the Organize Favorites link within IE9 is not executing these commands.

At least that is some progress for you while not having the desired results. One thought would be a run of the system file checker "sfc /scannow" at the Run command line which will automatically open a command prompt window as it runs to verify the main files and can at times replace any found corrupted or missing.

That will take several minutes to run but might help even more if the tool finds a problem file. It appears the problem wasn't from an incomplete install of IE 9 as first thought but a Windows problem of some type. You may have to try a few other things if the SFC doesn't help until you get to put a fresh copy of 7 on.

SFC shows no problems. For grins I tried IE9-64bit and Organzise Favorites works fine and its using the same Favorites folder. I guess that is one workaround.

You could be looking only one registry value for the 32bit side which would explain a lot. You would think a fresh download and reinstall would have seen that solved from any initial incomplete install however.

Have you tried leaving the organize window open and simply left it unattended? Sometimes things will simply lag and seem to take longer then suddenly go to work after sitting idle for a longer period of time.
