Windows 7: restrict all web access bar a server gateway.

Its not even like an intranet. we basically have a gateway that sends and receives nmessages to and from the netbook software/server software to update the system. It's quite a basic system, but I'm not paying for it and I'm only here to roll it out. When i see the money they have spent on the system being developed, I'm pretty sure i could have got them a better system with a better interface and easily updatable for around half the price!!!! And that's not including my fee.

Can I restrict access to the file only to one user (with administrator permission)? Even if another user has administrator permission. ps it is about system file Windows\System32\drivers\etc\hosts if this is important.

Hi, i have slow internet connection. I want that to utilized for web browsing only. But i guess several applications like adobe reader, nokia-pc-suite also keep connecting to the internet do check for updates or download their files... I want to restrict all those applications from doing so...

I come from a linux background, where users by default have write access only in their home directories. In the Windows 7 default setup, however, I can create folders at will in the root of the C drive. Is there a way to restrict write access to the root directory?
