exact same problem - any luck?

I have the exact same issue and can't seem to find much info.

    When I choose Tools...View Downloads or Ctrl + J I get nothing.

I've tried resetting IE & Deleting Download History. After deleting the download history and restarting IE9 I am then able to open the Download Manager via View Downloads. However, the very next time I try to download something I get nothing. Download manager then wont open via Ctrl + J or by using the menu.

hey guys i found this, it works for me
You may have a corrupted Download History list. You can fix this by simply clearing the list using the built in functionality listed below:
    • Open Internet Explorer
    • Press Ctrl + Shift + Del on your keyboard
    • Uncheck all of the boxes that are displayed in this window
    • Check the Download History box
    • Click Delete
    • Close the Internet Explorer window
    • Wait for the deletion process to finish
    • Open Internet Explorer

    It worked!!!!

took me forever to jumping thru hoops just to get back here and tell you - this worked!!!!! I'd tryed all sorts of things, but Ctrl Shift Del then unchecking almost everything (I kept the favorites option at the top), checked Download history and delete. I rebooted to be safe,,, and yay! downloads are back!!! Thank you bencosmea!
