windows 8.1 Pro x64

I would first disable all addons you may have and see if that fixes it, also are you using the 32bit version? One problem I have never had with IE9 is crashes.

Win 7 Ultimate 64-bit. SP1.

1. How long have you had this issue?

Often BEX errors are caused by Toolbars for example Google, Trend Micro and others.

2. Are you utilizing any 3rd party toolbars in Internet Explorer?

3. Are there any add-ons in Internet Explorer?

4. What antivirus or antispyware or safety product do you have on the PC?
List any you have ever had on this PC - including those you uninstalled.

5. Did you make any changes on the computer prior to the issue?

6. What are the troubleshooting steps you’ve tried?

You might like to try the methods listed below:

1: Open the Internet Explorer Performance troubleshooter
If your computer is having problems browsing the web with Internet Explorer, try using the Internet Explorer Performance troubleshooter to fix the problem. It checks for common issues, such as whether you have enough space on your computer's hard disk to store temporary Internet files.

See Open the Internet Explorer Performance troubleshooter

2: Optimize Internet Explorer
Optimize Internet Explorer settings and check if that fixes the issue.

See How to optimize Internet Explorer

3: Reset internet Explorer settings

Run the “Fix it” from the following article:
How to reset Internet Explorer settings

Please note that resetting Internet Explorer settings will reset all user-defined settings including those set by installed extensions, toolbars and other add-ons to IE Defaults. This includes all Security, Privacy and Zone settings. Also this will clear browsing history, delete all temporary Internet Files, cookies, form data and especially all stored passwords.
