Concerning Adobe Flash. I understand you said you uninstalled it then reinstalled it. But did you use the official Adobe uninstaller or just try to uninstall from Control Panel? Failure to use the uninstaller could leave pieces left behind that will really mess up any attempt to reinstall.

Uninstall Flash Player | Windows

Once you've uninstalled then try to reinstall. In most cases, unless you're doing some very specific tasks requiring the 64-bit Adobe Flash, the default 32-bit should be enough. Don't forget to uncheck Google toolbar and any other bloatware Adobe tries to install (unless you really, really want it. )

Concerning Silverlight. Are you absolutely certain you need it? It's a proprietary product from Microsoft and relatively speaking very few websites (other than Microsoft) use Silverlight
