Out going mail changed to 587 results in this error....

    Look at your error message.
    You entered 578
    I suggested 587.
Oh so I did, my bad.
Have tried and error is still the same but now reads 587...
What if you check SSL under Outgoing Mail (SMTP) ?

If that does not help, I am out of ideas.

The original error message said "relay not permitted". All you can do is look at the settings specified on your email provider's web site and use those. Perhaps you are not using your provider's normal method of access, so it looks like a "relay" from another place and is not permitted. In that case the posted, written down, not verbal, instructions are all you have to go with. Maybe their smtp server is just messed up and they need to fix it or they have no authentication provision so you can be authorized to "relay".
