I should the following information to this thread. Whenever we watch a streaming movie from Netflix the video becomes choppy however placing our old trusty IBM Thinkpad side by side watching the same movie the movie on the Thinkpad continues to work like a charm. So in my humble opinion its not the connection either cable modem or wireless router which is how both computers connect to the internet. When the movie is stopped on the HP Notebook by just closing the window and starting another instance of the browser the sluggishness continues and stays for a while. It sometimes is cleared by just rebooting the system.

    Thanks to all replies.

Download & run CCleaner - Optimization and Cleaning - Free Download to clean out any junk on your PC
Using CCleaner under tools> startup disable all apart from programs that you need to run all the time.
Right click the taskbar & start Taskmanager get to know what processes you have running check the properties of any that you are unsure about & if there are no properties use Google.
Leave the taskmanager running & next time you have the problem check processes to see if it is the browser that is making your system slow or some other culprit.
Install a portable browser try Opera Web Browser | Faster & safer | Download the new Internet browsers free
run the download & choose options then change the install path to your Desktop & make a new folder & under
    install-for choose USB standalone.
My guess is the portable version will run OK.

another update. We contacted Norton's Technical Support and they walked us in running Norton Eraser Tool which does in depth scan of the files. All went and even once Norton was uninstalled the lag was their when using desktop and any non internet related applications. I am convinced now that its not Norton that might have been causing the issue. So for now everything is working just fine on the computer. I will try streaming video once again to see if the issue resurfaces.

    Thanks to all

I don't know if I indicated this above but the video playback is smooth as silk under Safemode with Networking but we don't get audio since the service is stopped and cannot be started under Safemode.
