Can't Drag/Drop the URL Favicon from Chrome to a W7 Folder

I cannot drag/drop the URL favicon in the Chrome browser to a Windows 7 folder, although I can drag/drop it to the top area desktop (but not any other desktop location) and then drag/drop that shortcut to the folder.

What is most strange is this problem occurs only on my desktop W7 system, but not on my netbook W7 system.

Must be a registry setting that's off...

An alumni of mine asks for help and I can't. He has Win 7 Home Premium IE8 Windows Live Mail 2009 He has Hotmail configured into WLM as a POP protocol account. Hotmail is his default account. He has no other account in WLM. His problem : He cannot do Drag&Drop.

Drag and drop?
With XP and Vista (which I had up until this morning) I was able to drag and drop images from IE into Photoshop and Word. I cant seem to do that now. Does any one know if this is still possible? Thanks.
