Perhaps this could be a graphics issue? Could you try either removing the graphics card (and attempting to recreate the problem in IE) or switch the card out for another (and do the same) just for testing purposes?
Do you have any problems in any other application, perhaps games?
You can also try this (straight from Microsoft):
If it is already selected, unselect it. Let me know of any changes.
- Click Start, Control Panel, Network and security and then click Internet Options
- Click the Advanced tab, and then browse to the Accelerated graphics section.
- Click to select the Use software rendering instead of GPU rendering check box.
- Click Apply, and then click OK.
- Close all open Internet Explorer 9 windows, and then restart Internet Explorer 9.
- View the webpage in Internet Explorer 9.
