    is this correct?

The solution: You MUST make a Window Live account and tell Win Live Mail to log in and stay logged in to that account.
Now you can mail attachments like pictures via the Send To - Mail Recipient in Windows 7.
I encountered this problem when I build serveral new pcs with Win7 64-bit and installed WLM2011.

a family member wants to send an email with attachments (pictures)...
There are several ways to send Pictures within the "New Mail" window:
    Insert Image Inline
    Insert Image Photo Email
    Inser File as Attachment

Photo Email is the only one requiring signing in to WLM since it stores the pictures on SkyDrive. The other two methods just send the picture(s) as part of the email. Does the error only happen when sending pictures or does it also happen when sending a plain email?

Are you even using the "New Mail" window or are you trying to send from Windows Explorer via the right-click menu?

What is the total size of the attachment? Perhaps it exceeds your ISPs limit. Try sending a small jpeg around 100 KB. Can you send a .pdf file as an attachment with no error message?
