I just had this exact same problem; flushing dns and resetting Winsock (??) fixed it. Diagnostic was Windows diagnostics reported NO PROBLEM; ping, nslookup all worked fine. Network Sharing reported all good. No browsers worked. Diagnostic ? other net clients worked. I was using OpenDNS, but I don't think that was the problem. Up and down the internet stack, chrome, firefox, did not work. The network diagnostics are just not working properly. The key was chrome has really cool diagnostics and it was reporting DNS failures, not internet failures. But than typing ip addresses into the browsers address line should have worked. It did not. It was something more than a DNS failure. As our software gets overbuilt, we can expert more bizarre software failures. The windows network stack is overbuilt.
The diagnostics don't diagnose. The failures are in the TCP/ip stack somewhere.
