Internet Explorer 9 - forced shutdown on startup

Internet explorer 9 will not allow to go anywhere but the homepage on startup. The program freezes immediately when I type in the menu bar. Here is the error message I am receiving. I normally use chrome (including right now, while searching for fixes to IE, haha go figure), but I have a plugin that links to my quickbooks that only work in IE, so unfortunately I need it fixed.

I ran Windows Update and there is an update for IE 9, but when I try to install it I get error code 9c48. I have tried every fix on the net to repair this, but to no avail. I have tried to uninstall IE9 and reinstall, but there is no update for IE9 in my installed updates. I have run sft / scannow and tried to fix the dll. I also have cleaned the registry and repaired the .net framework and 6-8 hours later. Still no IE, still no update.

I don't care about the update as long as I have a working version of Internet Explorer on my machine. Please help! I also have attached the .txt document of the cbs/logs with the erros from the scannow command.

Use the control panel > internet properties (options?)
to set the home page to about:blank
via the button for blank page
    then try IE again.

I cannot get into internet options, not through the web browser or through the Control Panel.

What happens when you try via the control panel?

    Try this tool:

Nothing, there is no program file in the programs and features or installed updates. It's like it doesn't exist

Go to control panel > programs and features > turn Windows features on or off

See if IE8 or IE9 has a check mark beside it. If absent, place a check mark there and OK - restart.

Have you tried resetting IE9 (Internet Options/Advanced/Reset) ?

You could also uninstall IE9 (Windows Updates) and reinstall. If you do not reinstall IE9, you will have IE8 which may meet your requirements since you primarily use Chrome.

    jaredl84,
If you get IE to to show up again, try the control panel method of setting the home page to about:blank. If you still cannot find the Internet Options listed in the control panel, then paste this into the Start orb > search field

    "C:\Program Files\Internet Explorer\iexplore.exe" -nohome

    and hit enter.

If IE starts and does not lock up, then there was/is a problem with the home page that IE was attempting to get to.

You could also disconnect from the internet and start IE - it should fail to find the website, unless some local file has been set as the home page.

Attached are some screenshots of a couple of ways that the control panel might show in your system.
