IE9 "Add-ons are currently disabled" Why?

I have reset IE to try to get rid of this message, but I cannot find a way to clear it. I know that the individual add-ons all show enabled under Tools > Manage Add-ons. I tried FIXIT and that didn't have any effect. Tools > Internet Options > Advanced > Reset had no effect on this problem. Grrr!

Any technical solutions for the problem?

I have uninstalled and re-installed IE9. It seems to be working OK now. I will mark this closed if I do not see any additional problems.
