When I try to open a youtube video that has been posted on facebook I get a security warning on the bottom. Clicking Allow Once doesn't work. I tried adding YouTube - Broadcast Yourself. to the allowed sites but am still unable to get a video to open in youtube from a link.

I would suggest you to try opening these videos on another browser like chrome, Firefox etc. and check if the issue occurs on this browser or not.
If this issue started occurring after doing some recent software changes on your computer, then I would suggest you to restore your system back to a date when it was working fine. System Restore will affect Windows system files, programs, and registry settings only.

This is on a fresh install of Weirdows 7 Ultimate. I haven't yet dl'd Firefox, can't stand Chrome.

I would suggest you to put https:// with the S in front of facebook.com, may be that can help as that will create secured network.
As you mentioned its a fresh Win 7 ultimate installation, I will suggest updating Flash Player from the site: http://get.adobe.com/flashplayer/?promoid=BUIGP
