Can't set multiple tabs on home page in IE9

I am helping a friend with their computer and can't get the home page in IE9 to recognize multiple tabs. The computer has win7 professional.

I have done this numerous times on my computer and others, but can't get this one to work.

    I've setup 4 tabs that I want IE9 to open every time it's opened.....I go to "tool"..."internet options"...."use current"....."apply"....and "OK".

When I close IE and reopen....only the first tab is showing. I can click on the little "house"....and the 4 tabs open as I wanted them.....but I've never had to do this additional step, of clicking the house.

Is this something new with IE9.....I still use IE8.

    Thanks for any help,

    Erin
