I am also using WLM 2012 and the attachment I included of the registry is from my system and yours are both different.

I've looked at a couple of different systems and users and this entry might be someplace else.
In Regedit do a find for junk dialog and see if you find anything.
In this screen print the entry is in HKEY\USERS.

Mine was a clean install of WLM 2012.
I find the same registry entry in WLM 2011 on another machine, also a clean install.

Update.
I disabled my Outpost Firewall Pro.(it can prevent access to certain files during install or uninstall), uninstalled all Windows Essentials, run CCleaner & its Registry cleaner. Rebooted, then reinstalled WLM 2012 with all my settings intact, and got this:-
