IE9 not defaulting to "Shrink to Fit" in print preview

Good day all. I'll try to explain my problem and include any/all troubleshooting steps I've already taken.

I have 2 user PC's that are from the same image, however when each user goes to print something from IE9:

    - User 1 chooses Print Preview, and it defaults to "Shrink to Fit".
    - User 2 chooses Print Preview, and it defaults to "100%"

I am having trouble getting "Shrink to fit" to act as the default on User 2. When she manually selects it, it doesn't scale the page down either. It still acts as though I want to print 100%.

    Things I've tried:

    - Checked the HKCU/Software/Microsoft/Internet Explorer/PageSetup setting is "yes"
    - File - Page Setup - "Enable shrink to fit" is checked
    - Uninstall and reinstalled IE9 (After uninstall to go to IE8, it still defaults to 100%)
    - Recreated users 2's windows profile

How can I get IE9 back to defaulting to "Shink to fit" under Print Preview?

I wish mine would default to 100% but it always goes to shrink to fit.

Try resetting the Advanced settings. In I.E. click on Tools then Internet Options and finally the Advanced Tab. Restore advanced settings. Restart I.E. and check.

    Thank you for the reply.

Forgot to mention this suggestion in my troubleshooting steps. It still defaults to 100%

May be a registry tweak that will do it? I don't have any info on that, though.
