For the Downloads folder do you have these under Group or usernames:

Authenticated Users - has full control
    SYSTEM - has full control
    Administrators ({PC name\administrators) - full control
    {user name} ({PC name\user name}) -full control

I have all four groups (nothing more) and they all have full control. I tried for the hell of it install Firefox (downloaded from another PC) and tried downloading. It worked fine. IE seems to be corrupted or something?

Open up Internet Options . Click on type Internet Options inside the Search programs and files . In the Internet Options

Click the Advanced tab, and then click Reset.

Select the Delete personal settings check box if you would also like to remove browsing history, search providers, Accelerators, home pages, Tracking Protection, and ActiveX Filtering data.

In the Reset Internet Explorer Settings dialog box, click Reset.

Try to download this inside Internet Explorer

    Click on Download Now button

When the download is complete . Drag the DDS program from the Downloads folder to your Desktop

Right-click the DDS icon on the Desktop choose Run as administrator to run the tool.

Place a check next to attact.txt and click Start . When done, DDS will open two logs
    DDS.txt
    Attach.txt

Save two logs onto your desktop and upload them with your reply

ok this is weird... I think we are getting someplace. I used internet explorer to download the file above and got the couldn't be downloaded message. i used Firefox, and opened up the downloads folder. there were two files. i cleared them out and tried again using internet explorer, and still got the same error but it downloaded to the downloads folder. I sent it to the desktop, and right mouse clicked the file. the option to run as administrator is not there.
