IE9 cannot Run activex control .cab

good morning, afternoon and evening everybody. i'm new here. nice to meet you all.

so, yesterday i suppose to use my laptop for e-seminar from website that require me to install activex control addons. (SHWebManager from SAE) it's looks like working in IE10...BUT...some feature was missing. i couldn't upload the ppt and the listing of file was gone, etc.

i did a little bacground search on the web here. it appears that this activex control addon only work on XP SP2 IE8 or IE 9. so i downgraded my IE10. i uninstalled IE10 from "View Installed Updates".

then...activex control stops working. it asked me to install file SHWebManager.cab when i open the site the download file was success but when i run it....nothing happened. it didn't crash and no error occurred. i checked on the "manage add on", but no luck.

so i tried manually using "pkgmgr /ip /m:.........cab /quite" but still no luck. FYI : no dependencies required or is it?
i tried to change the security setting but still....nothing happened.
i checked on event viewer...still nothing
i add it to trusted site, and reset the setting, restart the laptop, disabled the kaspersky, but still no luck.
i set the AXIS to automatic

where did i do wrong? in IE10 everything was going smooth but not this addons.

it's better to get an error, but this one, is irritating. please help

I wouldn't use Safe sites it's a fairly flaky feature and also Unnecessary,
When ever you upgrade or down grade a browser it's good to reset it to default,
Adjusting settings often does not help the situation.
As far as altering security settings to trouble shoot the issue/ this forum is very strict on what it deems risky and can damage or make your machine vulnerable to attack/ a member here can get banned for giving such direction.
    Can’t access secure sites,

actually altering the security settings was just an attempt.
and yes...i also did reset the setting.

actually, i can view the sites, and it require me to install activex control.

my IE9 condition right now is :
i can open all the sites with default setting.
    the java is working
then... i can't install any single activex control.

strangely the activex is downloadble but not running, no error. the event viewer only give information about the process, and act as if run perfectly.
