Well thats what happened to mine G it looks to me that X has got some apps on the machine that have "tidied up" the machine but have corrupted the registry because those instructions I sent should have just blown the IE9 away. I wasn't real keen on that app that did the registry stuff not involving the command prompt way and I am wondering what else there is on the machine.
I have done the reg delete a few times now without hitchs even on my own machines and then just run the update or get the downloaded IE10 or 9 to run from Downloads.
Thats also why I asked X to download the Explorers beforehand in case we got into strife.
I think it does look like a clean install to be honest.
Likely because you have tried to remove it. I don't know if this will work, next step as Icit2lol said, a new install, try this:
