All of the thumbnails from "http://www.nicovideo.jp/ranking" show up fine on my IE 10 as well. You can try updating your IE 9 to IE 10 and see if the problem still persists.

It's beginning to sound like an ISP issue of some sort. It seems to be a page loading problem, as a refresh loads all thumbs. Does the page seem to load slower since this issue started? A Guy
Updating the IE still didn't fix the problem. In fact, since it happens for all of the browsers that I've tried I think it's pointless to update/downgrade any browsers.
Hmm, the speed was same as ever as the page loading and buffering of the videos were same. I can't really pinpoint if there were slight decreased in speed during the past few weeks.
However, few months ago there was a whole incident regarding to ISP where the speed for international sites were slowed down and a lot of people complained about it (here are the threads made regarding to that issue: http://forums.whirlpool.net.au/forum....cfm?t=2101708 and http://forums.whirlpool.net.au/forum....cfm?t=2104110). They took notice of the issue and fixed it around two weeks and now the speed was supposedly "back to normal"
With that being said, I'm not sure if that issue relates to the problem that I'm getting now but...
If your ISPs are like ours, they lie to customers. They may be
throttling/blocking partially some sites for some reason.
My ISP, Comcast, will take services away and then explain about the new "enhancements".
If there is no more solutions to try, I suppose I should create a thread regarding to this issue on that forum. Seems like all the technical troubleshoots we tried didn't worked. I'll link this thread for reference.
If a refresh always works, at least it's not too bad. Seeing as it is only one site, you'll likely get no help from your ISP. And to be honest, it may not be their fault. Have you tried accessing from a friends PC on another ISP/Router? A Guy
Hmm, I'll have to refresh one or two times (even three) in order to get the thumbnails to show. I guess it's not that bad though it's really annoying if the video I want to watch dosen't have the thumbnails and not knowing what it's about (apart from reading descriptions).
I haven't tried on other people's PC yet however I'll get a spare laptop and tested it on there (using my current connection).
I've just tried it with my friend's laptop and it showed the same problem.

Also, could you visit this page and scroll down to the position where I took my screenshots and refresh the page via pressing F5 consecutively? (like 5 or 6 times) to see if all of the thumbnails shows up for every refresh?
I use Opera, and reloading the page gets all thumbs each time. Your friends laptop showed the problem on your connection? If so, do they get the same result on their own connection?
