I had to look at a previous post to get it; 9C59 is the error code. Lots of hits, but no solutions.
    One odd solution was offered,
It might sound unconceivable but Upgrade to ie11 preview,
Then see if it will work,
Uninstall the 11 preview and you might be back to ie9,
    Then attempt to download ie10,
It's wacky but one person it actually worked ?
Trying to reset Internet Explorer 10, isn't doing it right

actually what I did was I ran the troubleshooter on my computer and it fixed my errors as I was getting Error Code 9C59 and I was able to download and install IE10 without a problem, I had to do a system restore because I accidentally un-installed my touchpad Driver and when I tried to re-install it, it gave me something different, so when I did the restore it took IE11 Developer Preview off my computer as well and I was back on IE9 until I ran the troubleshooter, and there was no hesitation about installing IE10
