I can open the window to show more but not more than I could see by scrolling. I have already gone through the reset process except for the last part which I am willing to do so again. however I did notice that the instructions seemed to be referring to ie 10 and I am using 9. I had 10 but uninstalled the update when I had the present problem. Would you recommend going back to 10 and then doing the reset?

I appreciate your taking so much time to give me assistance.

The process is the same for ie9,
    ie10 ?
There really isn't much difference in the two,
Sometimes using ie10 if you have a page that doesn't look right you can use the F12 key to open Developer tools and click on Browser mode and switch in or out of Compatibility view I've found ie10 works better in ie10 mode,
But on some videos the controls don't function well if at all so I switch to Comp-view and everything works fine,
You can also switch Document modes to.
Both ie9 and 10 are sensitive to Bad add-ons so you really need to test a bit before you give up and uninstall.
If you ever need assistance you can always return and there are plenty of ie10 users here,
Always post a link to the site your having issues with so we might be able to test.
If you can muster the time go to Uninstall a program and take screen shots of the list/ this will tell us exactly what toolbars.... you have installed which helps tremendously in troubleshooting issues.

OK . I've upgraded to v 10 and went thru the reset and followed the steps but the window at the bottom about the add ons never appeared so I couldn't "Don't Disable ". Now I'll see whether the "Manage Add Ons" Window continues to open up spasmodically

You must have forgotten to Check the box to Delete personal settings ?
    Attachment 278860
Plus after you open Internet explore for the first time after reset the popup will say Add-ons are ready to be Enabled/ You would click on Don't Enable.

No problem it's a common miss and I'm not sure why it's not checked by default
