IE10, IE8, Chrome, Firefox and Opera browsers won't work.

I can not get IE10 to work or any of the following browsers to work - Opera, Chrome and Firefox - they start up but hang and can't access the Internet. I have Download Accellerator Plus (DAP) loaded on my Windows 7 PC and its browser can access the Internet. This all started after I was trying to cure a problem with Windows Live Mail - it had 0c80041161 error. I tried everything I could find on the internet to fix the problem. In the end I decided to do a repair install of Windows 7 - I did it but ever since my browsers wont work. I can still get Windows 7 updates and MSE updates. The PC also connects and works to my LAN router, LAN storage and LAN Printer. I have uninstalled all Windows Live Programs after trying to do a repair a few times. I have uninstalled DAP and uninstalled IE10 but still no success - no browser works including IE8 now. From Command Prompt I can ping Internet Servers and get responses. I can also FTP to servers. My backup software stills backups up PC to my NAS.

The problem has to be something common to all browsers with how they connect to network.

    Any help or suggestions please.
