new tab navigation in ie10-win 7

I asked this question before and received no helpful reply. I shall try again before I give up completely on Internet Explorer. I am using ie10 on a win7 premium laptop.

    The options:
    i. Always switch to new tabs when they are created; and
ii. When a new tab is opened, open: "Your first home page"

have to be selected every time I open ie10; it simply will NOT go to the new tab.
Isn't there a way of selecting these options once and for all?
    Thanks in advance.

    Thanks for your reply.
    My homepage is StartPage.com.
I have no third party toolbars.
My security suite is AVG Premium.
    I have never had ccleaner.
From what I can see my settings are the same as yours. I shall try "restore defaults" and set my options again and hope for the best. Thanks again.

You might test with avg toolbar disabled,
    http://windows.microsoft.com/en-us/internet-explorer/manage-add-ons#ie=ie-10-win-7
Also while your resetting ie10 use this process,
Reset process first opening Internet explorer

Just a note avg does not have the best record with internet explorer when new versions are released.
