I can definitely see improvements on YouTube when using IE9. There were some glitches with a black screen showing when the stupid YT player automatically changes streams upon hitting the fullscreen button (will they ever fix that ****); with the latest beta this glitch is gone
Because that is not a "glitch" in "stupid" YouTube, there's nothing to fix. It's up to user to decide, if video is always shown with default resolution (no stream change when switching to full screen), or if the user wants to use best possible stream when full screen.
I want full screen YouTube to be played using best possible HD stream when available, so I have set YouTube to do that. This setting changes the stream to the best available HD stream when I switch to full screen:
If you don't want the stream to change, just select "Slow connection" option even if your connection were super fast. This causes YouTube always to use the default stream:
So, as I said it's not so much "stupid" YouTube than ... user

Thanks for that link, it allowed my 32bit flash to work for ie9 but what about the 64bit version? Do you have that link also? Thanks in advance.
