Downloads on all browsers not showing up but still downloading

Well, weird issue I'm having here which started last week.

Whenever i try to download something from a site, no prompt will show up asking where i want to save it or anything, but it will still download.

Once the download is done, it THEN asks what i want to name it and where I want it to go, I've tried changing browsers and this seems to follow all of them. ran extensive virus scans ( as well as trying different scanners ) and nothing popped up.

Really not sure what else to do, don't know how i would search for this since "downloads will not start" is very vague.

Thanks for any help you can supply, I'm really lost on where to go with this so if you want more info just ask.

Edit: Also i want to say that there is no download progress anything on any of the browsers showing its downloading, the bottom of the page even says that they are still trying to connect to the download servers. There is not a single sign of the download happening on anything besides something displaying network traffic

Edit 2: Thanks for the move, new here.

If this issue is happening with Yahoo see this,
    Changes to Yahoo Troubles
If not please give examples of where your attempting to download from and what,
A couple other items to review in case it's the same as your seeing,

It's not one specific site, its any site, like trying to download Documents, Minecraft, Drivers, pretty much any program.

This is why i can't pinpoint a specific cause, since every browser does it, any site, and any download.

I've tried reinstalling browsers and no go on that, also tried in Firefox, Chrome, and IE as well with tinkering with my firewall.

No error, No prompts, But the download still happens, and it only lets me set where it is downloaded to and what its named as once its already done, meaning If what im downloading is a few gigs then I don't know if the download even went through until I wait how long it would normally take to download it.
