yes, SFC /Verifyonly states that everything was intact.

the reg export/import was the HKCU not HKLM.... can you guide me on what I need to export in that areas instead?
I'm not sure that I would do this without a bit of leg work first:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\
    and
    HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Internet Explorer\

Maybe export those keys from a good and bad computer...
...then bring them into Excel (or the like) for comparison.

ok, installed it and says "installation complete!"... now what?
    Yes - it is big/slow.

You can try the IE10 update and see if IE10 will stay open.

If not, revert back to IE9 and we will keep scratching our heads over the Open button.

so I exported the reg keys from both good and bad systems. Problem is, using windiff shows me a lot of differences so I cannot really go through each one. even if I did, there will be differences like plugins or KB versions or toolbars installed. :-/

fixed. so I had IE 10 installed and it flashed when I opened it.
I then went into the program files x86\internet explorer folder and ran:

    regsvr32 ieproxy.dll

    it succeeded

I then opened IE and guess what? it stayed open and all works. so now I am running IE10 and can also open files when downloaded as well as view my downloads.

    solved.

It is sad that the update/install did not do that step for you.

Be sure to turn on EPM now:
    Internet Explorer 10 - Enable 32-bit or 64-bit IE10 in Windows 7

If you don't, you will be using 32bit IE processes to do the actual surfing.
