It might - and shouldn't hurt :) - there's no significant errors in either CBS or CheckSUR.
Although there are a mass of low-level warnings in the CBS, I'm not sure what they actually mean, so I'm reluctant to chase after them in case they mean even less than I suspect.
The normal 'solution' at this stage is a repair install of the OS
There's obviously something amiss in the current IE install that neither SFC nor CheckSUR is picking up on - which means that it's probably buried somewhere in the registry (which is great, if you have even a vague idea where to look) - but since the registry is something like 100MB of compressed data which is mostly unique to any given machine, it's totally impractical to try and do a compare with another machine and hope to get a meaningful answer.
The good news is that a repair install will put IE8 back in and you can then upgrade to IE9 - you should also keep most of your settings
The bad news is that you then have the chore of re-updating to currency (and the repair may fail catastrophically - very rare, but possible).
I really think we've gone as far as anyone here can take it without either MS assistance, or a repair, but if you want to keep plugging away at it, I'm willing.
I would be reluctant to do that for the following reasons. I have previously done a repair install and on another occasion a full re-install of the OS. On both occasions, the updates were buggy, so I am suspecting that there is an issue with them straight off the CD.
