    Can't import/open pst - says no premissions

I backed up all files to an external hard drive. Had W7 installed, and have tried a number of ways to import or open the data file/ pst back into Outlook 2003. I was getting a lot of 'it can't find the file' to now 'that I don't have the permissions to open it'.

I have no passord on my pc - took it off to see if that would work. Didn't help. I moved it under my user name to see if that would help. It hasn't. Please...any suggestions as my downloads etc for Security software, other downloads, are stored in my email folders.
