can't access important online application despite settings - IE 10

An Ontario Housing site will not allow me to log in. It requires the application number (which I have) and my password (which I have lost). Neither "forgot your password?" or "Log In" are clickable and
a popup notifies me that I need: IE 5 or above (I have 10); pop-ups enabled (I have allowed this); Active Scripting enabled (Options > Security > Custom > Scripting > Active scripting > Enable) and cookies enabled (I tried both Accept All and Medium).

Tried Firefox -same problem as IE.

    What else can I try?

    edit: I have IE 11, not 10.

    Hi,
This is usually a sign the site does not recognize ie10 using compatibility view,
The easiest is to notice if you see the Broken page icon the address bar is Blue which means it's activated,
    Gray is not activated,

Otherwise to force a change hit the F12 key click on Browser mode and switch to ie10,
The page will auto refresh after,

edit: added image of the right side of URL field from the actual login page. There is a lock symbol there.
Thanks, but I do not see the symbol in your first image. Miy first image is the right end of the URL field.

For F12, see my second image. I do not see the menu bar (File, Find... Browser Mode, etc) that you show in your second image.

edit: The third image is from the actual login page. There is a lock symbol. Also, sorry, it seems I have IE 11, not 10.

    Hi,
    Your using ie11 not ie10,
See this to rid your computer of Microsoft's compatibility view lists,
    http://www.eightforums.com/tutorials/33571-google-search-display-issue-internet-explorer-11-fix.html
    Once that's done report back,
    Cheers.

Uninstall IE11 and try the version of IE you end up with.
If that version fails, uninstall that version and test with the next one.

    See this post/thread:
    Internet Explorer 9 - Uninstall
The uninstall method should be the same for IE11.

Okay beside Uninstalling ie11 and rolling back to ie10 and seeing how that works out/ might be a good idea
See if Enhanced protection mode has been activated,
    https://www.sevenforums.com/tutorials/280434-internet-explorer-10-enable-32-bit-64-bit-ie10-windows-7-a.html
    If still no joy,
Browser mode in ie11 is User agent string which if you scroll down in F12 developer tools on the icons on the left column to Emulation you can alter user agent string and document mode and test,

Success. I uninstalled IE 11, installed 10. First try at Login, same problem. Looked in URL field to check Compatibility View as you described in previous post above. Clicked it, see the result in the pic. Worked! Thanks very much, and to the others here with their suggestions as well.

    Bingo,
Probably the worst items Microsoft removed was the broken page icon in ie11,
Your welcome and thanks for the update,
Possibly you didn't clear the cache in ie11 well enough which would of removed the comp-view lists downloaded automatically,
    To clear the cache,
Delete browser history Check all of the boxes and Uncheck the top box/ delete,
    Cheers.
