I don't know of a way, but I've not looked either.
I keep flash turned on and I use it.
Okay - a bit more testing:
Visit this website:
Adobe - Flash Player
Wait for it to fully load
Flash should be in RAM now
open a new tab
visit a different website that uses flash in that new tab
If you still see a lag on the flash part in the new tab, then it is not from loading flash into RAM.
Okay, so no antivirus app to wonder about.
Do you use a HOSTS file?
Or an IE plug-in that blocks/filters things?
