Maybe see what this shows:

and
Start> Run crtmgr.msc
Perhaps try removing invalid or out of date certificates from the certificate store.
I had two expired certs, both from MS for time stamping.
The links weren't helpful, one was a guy wanting to know where they are stored, and the software thing is pay only and not yet released.
SSL Viewer is free. Link to the free SSL Viewer is further down the page. Like you say, it might be of no use in your case!
The only other thing I've run across had to do with router,
Have you reset router/ modem lately ?
Might be an easy try ?
The best advice that I've come across on this issue is as follows:
If you don't get the same problem when booting to Safe Mode with Networking then something is starting at boot that is causing the problem.
Click on Start then Run, type msconfig and press Enter.
Click on the Startup tab, record what is currently starting then click the Disable All button.
Reboot and see if it,s better.
If yes then use msconfig to enable several items at a time till you find the culprit.
If no, start msconfig and click on the Services tab.
Check the Hide All Microsoft Services box, record what is currently starting then click the Disable All button.
Again, do a regular boot, see if it runs normal.
If yes then use msconfig to enable services till you find the culprit.
Once you've found the culprit, uninstall it or find out how to eliminate it from your system. Simply disabling it in msconfig is a temporary fix at best.

What I have done so far which has not helped yet:
Safe Mode w/network (I was mistaken when I said this fixed it)
Clean startup
Run Adwcleaner
Run MBAM
I will power cycle the router and check. The IE with no add-ons seems to take care of it, so I guess I'll disable them one at a time to check them.
Pretty strange stuff,
If it worked anywhere I would expect it to work with safe mode with networking,

It might be an idea to temporarily install HitmanPro.Alert 2 - SurfRight and run your browser (with add ons enabled) just to see if anything is detected. It can be uninstalled afterwards.
Power cycling the router and modem has no effect.
I've downloaded HitmanProAlert2 and will test a bit later.
Well HitmanProAlert2 created a disaster. It rendered IE totally unusable. When I try opening IE an error 3603 appeared which said The application HitmanProAlert2 failed to install. A green notification in IE says HitmanProAlert2 is watching the browser or something like that. The IE window shows a blank white page and no favorite, toolbar or any thing ellse. After 10-15 seconds of the working circle spinning, IE closes!
Worse is when I try uninstalling it, nothing happens, no "Do you wan to uninstall" message or any thing. This thing must be an infection itself.
