Right, I'm sure it's something with my PC. The MS link wasn't helpful since it claims all certificate errors are the fault of the website, I'm using the correct URLs, same ones I've used for years.
This may be cause for concern.
Guess some advanced scanning is in order. I'll try the no add ons mode too.A website's certificate provides identification of the web server. If the certificate has an error, it might indicate that your connection has been intercepted or that the web server is misrepresenting its identity. If you're absolutely positive of the identity of the website, you know that your connection has not been compromised, and you understand the risks, you can choose to go to the website. However, we recommend that you don't ignore a certificate warning.
One offering from the link was to go to Internet options/ Content section/ Clear ssl state,
Others are to sync with internet time,
You might even try safe mode with networking to completely rule out third party issues,

Most likely won't work Norton is now compatible with 64 bit
Pretty much a third party conflict if safe mode with networking is working,

I don't use Internet Explorer much these days but when I did use it as my first choice of browser sometimes the easiest way to resolve issues was to reset it.
Tools> Internet Options> Advanced> Reset> OK.
Or
Control Panel> Internet Options> Advanced> Reset> OK.
IE security settings will then be reset to their defaults.
About the only issues with that approach is that you'll get asked to re-confirm certain settings like default search provider. accelerators and so on. Plus it will re-start with add ons disabled.
It would be a good test to see if you get the same certificate errors.
If it seems to be working fine then just re-enable any add ons that you still need to use:
Tools> Internet Options> Manage Add Ons.
