Unable to reset Internet Explorer settings

Assisting a friend with a few problems and find I cannot reset Internet Explorer settings.

Originally IE11 installed and on trying a reset I got/get the message "Before you can reset IE settings you must first close all other open windows and programs"

There are no other open windows or programs - I've tried via the IE/Tools/Internet Options/Advanced tab route and also Control Panel/Internet Options/Advance tab route to no avail.

Thinking there might be a problem with IE11 I've uninstalled and reverted to IE10. Unfortunately, the problem still persists; cannot reset IE !?!

    Appreciate expert hlp to resolve.

Go to control panel, select view large icons, open internet settings, reset settings under advanced tab. If this fails then ctrl, alt, del. And from the task manager kill any ie processes then try again.
