I found the back ground apps setting, but can still not find the "delete privacy safeguard" box.
    attached pic of privacy setting.
I am going to try the other requested screen shots

    Hi,
Privacy safeguard was from another issue,
I didn't edit the screen shot,
I fail to see the background apps listing on that screen shot,
Just continue to the startup items and services,
    Cheers.

I hope I did it correctly. Again, thank you for your patience.
I should clarify when you asked about why I re-downloaded Google Chrome, it was mainly because of the IE problem related to the youtube problem.

When the problem started, I deleted the key scrambler,
the HP all in one soft ware, and most other programs that I had installed to see if that made a difference, but it did not. You did mention Systweak toolbar, but I and any of the scanners did not find it, could that one be the problem?
(it showed up in the AdwCleaner log)

    Hi,
Can't remember which post but repeat No add-ons mode using Winkey+R
Add the Run box to the Start menu list you can also use Winkey+R to open the Run box,
    https://www.sevenforums.com/tutorials/559-start-menu-add-run-button.html
    https://www.sevenforums.com/tutorials/265-start-menu-customize.html
Open the Run command and Paste either of these strings into it and Okay,

    "C:\Program Files\Internet Explorer\iexplore.exe" -extoff

    iexplore.exe -extoff

See if you BSOD or blue screen of death again ?
    Cheers.
