Is there any way to completely uninstall IE 11

....and then download and start over again? Like, you know, FF and Chrome?

The best way to start fresh is to make a new administrator account,

If the issue does not occur in new user account then refer the following link to fix the corrupted user account.

Hi Yes uninstalling only rolls back to a previously installed version be it 10-9-8 which ever you had prior to upgrading,
    Cheers.

It is gone and if you want to make sure it is not automatically installed again use this.

The blocking kit does work. I am using it.

Turn windows features on and off does just that, turns the feature off. It does not fully uninstall it.

It only disables internet explorers executable. Internet explorer can never be fully uninstalled. It is a very big part of the Operating System.

    Thanks Andrew,
I believe the removal part of this question needs to be examined or explained better by Eknirb,

Otherwise the uninstall/ Roll back to the previous version tutorial should be it,
You can Not re-download Internet explorer like Chrome or Firefox Eknirb not unless your willing to do a repair install of windows 7,
    https://www.sevenforums.com/tutorials/3413-repair-install.html

I would not use the hide ie11 file offered,
It's Unnecessary alter your windows update settings instead,
Uncheck give me Recommended updates the same as Important ones = much easier to revert in the future
