IE will not open - getting following error message

Hi all, it's been quite a while since I have posted here. I wonder if anyone could suggest a fix for the following occurance. I am trying to open Internet Explorer (the latest v11 I guess) on my Win7 64bit system. I use Firefox as default and Chrome as a second choice but have just noticed that IE will not open at all, whether using a shortcut or going into the IE folder directly & clicking on the app directly).

I get the following error message.....

the procedure entry point shell32.SetCurrentProcessExplicitAppUserModelID could not be located in the dynamic link library api-ms-win-downlevel-shell32-l1-1-0.dll

I wonder if anyone has some ideas?
My system is otherwise completely error free and has been for a long time.

    Any reply greatly appreciated
    Thanks

    Hi,
Manage add-ons which works for ie11 as well,
    http://windows.microsoft.com/en-us/internet-explorer/manage-add-ons#ie=ie-10-win-7
    http://windows.microsoft.com/en-IN/windows7/How-to-manage-add-ons-in-Internet-Explorer-9

Use No Add-ons mode/ Click the Start button and type in the search box,
    Internet explorer
Click on the No Add-ons suggestion,

    It’s located at, Start/ All programs/ Accessories folder/ System tools folder/ No add-ons.
Use Safe mode with networking to see if Internet explorer still crashes,

Thanks for reply, still get same error message when trying the above 'no addons' option, I regularly clean and minimize start up items using ccleaner, my system boots pretty quick.

Add the Run box to the Start menu list you can also use Winkey+R to open the Run box,
    https://www.sevenforums.com/tutorials/559-start-menu-add-run-button.html
    https://www.sevenforums.com/tutorials/265-start-menu-customize.html
Open the Run command and Paste either of these strings into it and Okay,

    "C:\Program Files\Internet Explorer\iexplore.exe" -extoff

    iexplore.exe -extoff
