Windows 7: Tool Bars?

Tool Bars?

I haven't been able to figure this out.

I'm using Fire Fox 30.0 on two different machines. On one the tab bar is positioned below the address bar. On the other, it is higher. I haven't found a way in FF to change it. Nor do I see an addon capable of changing it (could be overlooking the addon). I find it strange that there is a difference.

OK, I figured it out. Different themes have the tool bars in different places.

How do I rearrange tool bars?
I have two toolbars in IE 9 that are both very short. I would like to merge them on the same line. I used to be able to do this by clickin on the handle on the left end, then move it when a 4 point arrow showed up, which it is now NOT showing up. Any help?

3 bars - 5 bars always changing?
One second I have 3 bars, than 5, then 4, then 3 and my MPS changes so much too, any ideas why? Wile typing this I saw my bars go from 3 to 4 to 5 to 4 back to 5.
