It doesn't sound like these other users have their own windows user account on this machine,
Home premium does not have group policy anyway but a separate user account and login might suffice as far as removing your temp files ?
User Account - Create
There should only be One person with an administrator account on one machine,
Everyone else should have Standard user accounts,

Welcome to Seven Forums SwaggaMuffin. What is it you'd like to prevent? I only ask as it is a question of people deleting your history you want to save, or people deleting their history you want to see?
If you just want to prevent someone deleting your history, Chrome makes a version for business that allows you to create users, so you can have your own separate user.

It may also have an option to prevent access to history, but that would usually be deployed via Group Policy, which isn't included in Home Premium as mentioned.Adding new users
But what if you share a computer with other people? You don’t want your bookmarks, apps, and extensions getting mixed up with everyone else’s, and you don’t want your Chrome stuff syncing to all their devices.
Now, you can add new users to Chrome. Adding new users lets you each have your own Chrome experience, and lets you each sign in to Chrome to sync your stuff.
Just go to Options (Preferences on a Mac), click “Personal Stuff,” and click “Add new user.”
If you just want to be able to see where others have been surfing, then I don't think you can prevent them from deleting that.
