Should I run Ccleaner if browsers are slow?

Should I run Ccleaner, if my browsers are slow? I have an AMD processor. But, my internet browser seems slow and choppy while browsing the web. I use IE 11, Google Chrome, and AOL Desktop.

IE 11 and AOL Desktop are the ones that seem to be slow, laggy, and choppy.

    It could help.

Be aware that it might also remove cookies that you want to keep.

You'll have to check/set the various options to be sure.

I think it was the Internet connection. I'm not sure. It comes and goes.

I don't think this is a internet connection issue. I think it's something else. But, here is my Speedtest results. It doesn't seem this choppy on my sisters' laptop which is the same computer, but a different processor. However, it does seem a little laggy and choppy on my mom's Windows 8.1 desktop.
