Enabling an add on
Have an add on I wanted to set back to enable, but for some reason I can't. Both the enable and disable buttons are grayed out. See pic. Thanks

You might try with ie closed and access the program settings through your control panel and internet options,

Possibly KeePass is stopping access ?
It's possible that something damaged or corrupted this plug-in. I'd try to uninstall then re-install a fresh version. Don't forget to read the installation instructions just to make sure nothing else changed.

Ok thanks. Need to get up enough nerve to go in deep in the registry.
Ok......here's what's going on: Didn't need to go into the registry. The plug-in I needed , I just used a different browser (FireFox) and loaded it from scratch, there. Garmin Express works great and communicates with my device now. I wonder if I should uninstall IE all together and reload it. Using 10. Advice please? Thanks.

ie is not something you can uninstall it's built into windows,
You can turn it off or you can roll back to a prior version but removing and reloading isn't a easy task if at all,
You can use system file checker = sfc/ scannow and see if it finds anything,
Or you can do a repair install,
But that's about it
