Intermittent connectivity issues with laptop...

Hi guys! I'm having some intermittent connectivity issues with my laptop. It will load certain websites and not others. And the websites are just random too. It even did it with Facebook once. Or, it will load a specific website but will time out after a few minutes. If I wait 30 minutes, it will come back on.
Also, this problem is only on my laptop. Not my desktop (thank God!). So I don't think it's my modem/router. The same problem happens at my parent's house too on my latop. I did do a "few" power cycles just in case though.

Here's what I did (not in order):
1) flushed DNS
2) ipconfig /renew
3) reset proxy defaults
4) scanned for malware. all clear. Scanned in "safemode" as well.
5) scanned for viruses. all clear
6) tracert the website in question. Came back with 30 "request timed out" hops
7) pinged the website in question, came back with "request timed out"
8) reset modem, power cycled
9) removed temp files
10) switched the DNS from automatic to Google's DNS... still nothing. Switched back after.
11) disabled firewall temporarily. Nothing
12) scanned registry
13) checked to see if ports were open on laptop. they were/are.
14) updated network adapter drivers
15) updated java
16) cleared hosts file

So then I thought, maybe it was the website itself?? Nope! My desktop computer read it just fine. I completely cleared both browser caches to test.
Have I tried everything?? If it was a hardware problem... wouldn't it effect all websites?

I really don't want to reformat...

Is this with your lan or WIFI and what is your NIC for both? Please post a pic of your network adapters in the device manger like so.

Hi rvcjew, thank you for responding! The attached picture is broken but I think this is what you mean...

Network Adaptors:
  1. Atheros AR8152/8158 PCI-E Fast Ethernet Controller (NDIS 6.20)
  2. Microsoft Virtual WiFi Miniport Adapter
  3. Realtek RTL8188CE Wireless LAN 802.11 n PCI-E NIC

Sorry, I can't post a pic because I am on my desktop right now.

I use mainly wifi, however, the problem also occurs when I plug it in via Ethernet too. When the problems do occur, the signal strength is still full bars.
