Is this a Ransomware webpage not a virus?

    http://www.technicalsupport247.org/techsupport4o2/

    Link disabled.

I keep getting this information on legit sites. I ran MSE, Several Online Scanner nothing found. Malwarebytes found nothing. I even removed MSE and installed AVG, nothing found.

Technical Support 247 is an independent online technical support provider for Third Party Products. It essentially provides services to its clients by remote access with the permission of its clients
Looks like a 'pay to fix problems that don't exist' scam, & they may gather personal info\credit card info in the process. There must be something on your pc that triggers that link, see if these can detect it:

    Junkware Removal Tool Download
    AdwCleaner Download

I didn't fall for it. I am safe. I think this is just an annoying ad now with sound. I think my internet service provider may be providing that ad. Per forum rules remember we are not allowed to discuss ad blockers here.

Update, it was the most simplest solution to fix the issue. Delete my cookies.

This is not an ad, it's a classic 'your may have a virus' scareware scam with a twist of getting the potential victim calling them instead of they calling the victim (and not coming from any internet provider, if it was I'd change provider immediately :O)

As it appears when visiting legit sites it's something installed on the pc\in the browser, recommending to find\remove asap.

btw, here's a list of sites related to technicalsupport247.org > domainmaster0@gmail.com - Email Data, Israel based.

What were the results from scans with the junk removal tools?

edit, saw your new post, very good you got rid of it, if it appears again take some steps to eradicate it for good!

Just for information only. I am not disagreeing with you.
It may technically not be an ad but that how it is delivered. Somehow it sets a master cookie avoiding typical protection programs. Then it popus under what you a viewing. Since, it doesn't install software it is not detected by protection software. Most websites can play sound when you load, that is not detected either. It is just hoping you would fall for it and call the number. Which makes me feel sorry for people who do fall for it. I actually got a scam computer phone call twice in one day.

    Further update,
Avg usb boot-time scan didn't find anything
Bitdefender 60-Second Virus Scanner didn't find anything as well.
That website address is now blocked in the host file.
