How do I solve an Access is Denied problem

Every time I go to activate Google Chrome, I get the below message in a box. I must click the box's OK before my web browsing will kick in. The box reads:
    <There was a problem starting C:\Program Files (x86)\Music Toolbar\Datamngr\apcrtldr.dll
    Access is denied>

I was able to find this file on my computer, but don't know how to make that notice go away. It's simply an annoying step I have to go through before getting access to the Internet. Thanks for any help.

Have you tried running Chrome as an administrator?
Most problems with similar messages are due to normal user privileges.

    Hi and welcome to SevenForums,
Do you have a music toolbar extension in Chrome or possibly another browser ?
If so you might remove and reinstall it :/
    Cheers.
