what is tor and is it safe?

i heard of tor which supposidly protects your online privacy so your isp doesnt know where u are visiting.

but ive heard people can crack into this network like law enforcement etc, im not doing anything illegal but can people know what websites you visited on TOR even if it is a http link not a https link

my internetfilter blocks it cos it has the word hack in it cant u just copy and paste it all and pm it me or post herep lease thanks

If you're willing to pay for a service then I think a VPN is a better and more secure choice(depending on the company). Besides TOR is rather slow.

The TOR browser is a modified version of Firefox ESR(Extended Support Release) with extensions like NoScript, HTTPS Everywhere and lots of browser tweaks for privacy and security. Many of them are possible to do yourself or through other extensions to limit the possibility of browser fingerprinting.

I chose my anti-virus not only for good protection but also for good privacy. If I decide to get a VPN I'd go with the same company (meaning a company you trust):
