IE 11 Not downloading, even after reset

IE 11 has quit allowing me to download anything. By some miracle (or technical way that I am just to ignorant to understand), I was able to download Chrome and I can download anything from it that way just fine. On IE 11, for example, if I try to save an attached picture or file from an e-mail to my computer, IE says that it can not download the file. I have tried to install a different antivirus, it won't install that either. I tried several different files of all different types and it begins the process but then says it couldn't install it. I did reset it and turned off all add-ons to no avail. I ran malware bytes and it found a few unknown items that I quarantined and then deleted. Other than the inability to download, my PC isn't doing anything else strange.

    Try:
    - Run in elevated cmd: sfc /scannow
    - Scan with Farbar Recovery Scan Tool Download too
    - see if this helps (IE reset should have helped with this one though)
    a. Open Internet Explorer.
    b. Click Tools and then options.
    c. Click on the security tab.
    d. Select the Internet Zone.
    e. Click on the Custom Level Button and then scroll down to Download.
    f. Make sure to enable File download.
    g. Click Apply and Ok
    h. Restart Internet Explorer
