No change still no drop down box when I click on "Add To Favorites".
Although it says IE is running with add-ons off I can still go to Tools/Manage Add-ons and they show they are "Enabled" even after a restart.

    It is fixed!!!

Found the problem of not being able to click on Favorites then click on Add To Favorites and get the drop down window to pick the folder where I want to put a website. It also fixed the problem of not being able to sign out of websites. Here it is:

If your using Windows 7 DO NOT INSTALL Kaspersky 2016! It has a problem with IE 11. I think it was for Windows 10 users only.

What I did was go to www.kaspersky.com and download the install for Kaspersky Internet Security (or which ever one you bought) 2015 ver. 15.0.0.463 FIRST UNCHECK THE UPDATE TO LASTEST VERSION BOX!!

Then I uninstalled Kaspersky Internet Security 16.1.x.xxx keeping my license info only.

Then I went to the download file and started the install, DO NOT ENABLE the Kaspersky "URL Advisory Plugin" that may be a problem too. Installation then was easy and all problems solved!! WHEW!

I want to thank you all very very much for all your advice and suggestions. I hope this helps someone else who may be having the same problem.

Forgot to tell you how I found the fix. While waiting for an answer from someone I went over to my wife's computer and updated Kaspersky to 2016, and bam, there was the same problems I had. Wa La, I finally knew. So after about an hour of uninstalling Kaspersky 2016 and then finding Kaspersky 2015 download on their website hers was fixed. Then I did the same thing to mine and it worked like a charm.
