Asus running windows 7 won't boot up browser

I have an Asus PRO5ON laptop, bought used, supposedly loaded with a "fresh" copy of Win7. It was bought solely for a specific job at a later time. Booted up ok the first time for checking, all good so I shut it down. At which time I got the update message, Microsoft is installing 33 updates. Since then it will load Windows but nothing else. No matter what icon I click on, the program will flash on screen and then disappear to be replaced by the Downloads Manager displaying a file name and asking the usual Run or Save question.
If I click on Run, a copy of that file name will appear underneath the original, nothing else happens.
Click on Save, and the same thing happens but with the addition of a copy of the file, marked 1 or 2 or 3, also appearing in the C drive programs folder.
So no browser, or anything else. There is a Vista label on this, what I think could be an ex government laptop, so it was obviously running Vista before being wiped and reloaded with Win7, and sold as being refurbished, don't know if that makes any difference.

Don't know any specs, no books, no disc. It has Java but not Adobe and that's all.

Assuming the hardware is in working order, it sure sounds as if you were ripped off by an unscrupulous seller who sold you a used computer with a bootleg Windows OS.

Even with a legit used computer purchase, the first step really ought be a nuke and pave, anyway, to start fresh and clean. But it sounds as if that won't be an option, either.

Perhaps someone here more expert than I will have better suggestions.

Yes I agree ripped off, I should've woke up when the Ebay seller stated No Returns. So looks like a reload if I can get the discs. I was hoping to maybe put the issue to bed with a free copy of Win 10, but can't get through the registration process before the Downloads Manager takes over.
I think it's an ex government laptop, refurbished in a Baker's kitchen, really filthy, and was administrator controlled for sure.
Set up is password protected and you can guess the rest.
It wasn't cheap either.
