Internet Explorer (32) and Chrome won't start on Windows 7 64-bit

I have Windows 7 Ultimate 64-bit running on my desktop. I installed it about 6 months ago. .. it came with Internet Explorer and Internet Explorer 64-bit. I also installed Google Chrome as my browser of choice.

About a month ago I tried to open Chrome and it would not start: the wheel on the desktop turned for about 5 seconds, stopped, and nothing more. So I tried Internet Explorer. Same thing. I then clicked on IE 64-bit and it started. So I uninstalled Chrome and downloaded and re-installed it using IE 64-bit. Chrome still would not start.

As of today, nothing has changed. I can only open IE 64-bit. Chrome and IE 32-bit won't start.

I've run anti-virus and malware software, but no change.

One additional note: about two weeks ago I had two separate occasions when a window popped up on screen and said that .net framework had encountered an error. Never happened before or since, and I have no idea if there's any relationship to the brower non-start issues.

I read the other thread on a similar issue, but didn't find anything helpful.

Anyone have an idea of what may be going on?

Which security do you use ?
Use Clean boot,
Troubleshoot Application Conflicts by Performing a Clean Startup

Click Start and type in the search box,
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

Why does my internet explorer and google chrome take so long to start?
